Cat.7 1882 PR Title: PIANO REGOLATORE E DI AMPLIAMENTTO DELLA CITTA` DI ROMA approvato dal Consiglio comunale nella seduta del 26 Giugno 1882 in relazione alla legge sul concorso dello Stato nelle opere edilizie nella Capitale del Regno Photograph of original colored etching, Cm. 120 x 159 (original); 39 x 53 (photograph on display), Scale of original 1:4000
Archivio Capitolino, Rome The original drawing, kept in the Archivio Capitolino, is a single hand-colored copy of an earlier plan: the 1866 Census map (see ROMA DELINEATA cat.no.23, and cat.3 of this exhibit).
Cat.8 1882-83 PR (dated December 1882) Title: PIANO REGOLATORE E DI AMPLIAMENTO DELLA CITTA` DI ROMA Redatto in base al Rapporto della COMMISSIONE COMUNALE ESAMINATRICE dall'Ing. E. Zanotti Published by: Bruno e Salomone, Rome Chromolithograph, Cm. 79 x 60, Scale 1:8000
Private Collection This is a half-scale replica of the original 1882 PR (cat.no.**). It was published three months before the final approval of the master plan.
Cat.9 PRATI I Title: PIANTA DEL NUOVO QUARTIERE AI PRATI DI CASTELLO Published by: S.P.Q.R. Ufficio V( Edilita`, Div. IV Piano Regolatore, Cm. 86 x 67, Scale 1:2000 Private Collection Prati di Castello (literally: Fields of the Castle) refers to the open country around Castel S. Angelo which became Rome's first expansion area outside the urban walls.
Cat.10 PRATI II Title: ROMA= VEDUTA DEL GRAN QUARTIERE AI PRATI DI CASTELLO In base al Piano Regolatore Published by: Danesi, Roma Lithograph, Cm. 75 x 62, Scale of map inset 1:2000 Private Collection This rather fanciful perspective drawing is a three-dimensional view of the right half of the preceding plan (Cat.no.9). However, unlike the latter, it was an advertisement by a private company interested in selling off parts of two lots next to Castel S.Angelo.
Cat.11 1887 Piano Topograficos Title: PIANO TOPOGRAFICO DI ROMA Published by: Comitato di Artiglieria e Genio Lithograph, Cm. 87 x 64, Scale 1:10,000 Private Collection While not a Piano Regolatore per se, this map is derived directly from the 1883 PR, and actually supplements it. It is typical of maps of Rome published from 1883 on, most of which incorporate basic PR information. This map is particularly useful because it illustrates the development of the city four years after the master plan was approved, and just before the building stasis that occurred in Rome because of the severe economic crisis lasting from 1887 to 1896. The express purpose of the map is to illustrate all military structures in Rome (Fabbricati Ad Uso Militare) as its Legend indicates, but while doing so it also presents a very accurate image of the contemporary city as a whole.
Cat.12 ROME IN 1885 Title: Rome in 1890 Published by: The Graphic, London Lithograph by H.E. Tidmarsh and H.W.Brewer, Cm. 76 x 51 Private Collection This is the only view-map in the exhibit. Its function is to give a 3-dimensional view of Rome after the first burst of rapid development between 1870 and 1888. The title is misleading because internal evidence indicates an earlier date by at least four years. Since Ponte Palatino, which replaced Ponte Rotto in 1886, is not shown, the date of this view must be before that year. The view shows Rome at about the beginning of the economic crisis which stagnated the growth of the city until the mid-1890's. The view is taken as if from a balloon hovering over the Coelian hill. The viewer is looking north, almost enfilading the Via del Corso in the middle distance.
Cat.13 1890 Pianta Generale Title: PIANTA GENERALE DI ROMA Secondo le ultimi modificazioni od aggiunte del Pno. Regolatore, compresavi ancora la nuova cinta daziaria, quartieri suburbani e perimetro della passeggiata archeologica Published by: C.Virano, Roma Chromolithograph, Cm. 82 x 77, Scale 1:10,000 Private Collection Despite the fact that this is not an official Piano Regolatore, it has all of its characteristics. Indeed, it looks like an update of the 1883 PR with the addition of much of the information from the 1887 Piano Topografico (cat.nos.8&11).
Cat.14 1891 Pianta della Citta` Title: PIANTA DELLA CITTA` DI ROMA Colle piu` recenti varianti al Piano Regolatore, sesta edizione Published by: Fratelli Solaro, Roma Chromolithograph, Cm. 67 x 50, Scale 1:10,000 Private Collection This is one of many late 19th century tourist maps of the city. Typical is its reliance on, and specific reference to the Piano Regolatore, claiming to include all of the latter's "most recent additions and variations". In spite of this claim, none of the new areas outside the walls are depicted except for Prati. At the lower left of the sheet, an inset map of the "Environs of Rome" (scale 1:75:000) has the same limitation: the city is shaded pink for the same area as the large map. This limitation is easily explained by considering the interests of the tourists for whom it was intended. The monumental city that interested most of Rome's visitors lay within the walls, so everything else is excluded.
Cat.15 1906 PR Title: S.P.Q.R. PROGETTO DI PIANO REGOLATORE D'AMPLIAMENTO DELLA CITTA` DI ROMA MCMVI Reproduced from Sanjust di Teulada 1908, p.9 This plan, produced by Rodolfo Bonfiglietti, was presented to the City Council by the Ufficio Tecnico Comunale in 1906. The City Council did not even consider it however (Lugli 1998, p.130). It was used in part by Edmondo Sanjust di Teulada in preparing the Piani Regolatori of 1908 and 1909 (see cat.nos.16&17).
Cat.16 1908 PR Title: PIANO REGOLATORE DELLA CITTA DI ROMA 1908 Relazione presentata al Consiglio Comunale di Roma dall'autore del progetto Edmondo Sanjust di Teulada, Ingegnere capo del Genio Civile di Milano Published by: Danesi, Roma, Scale of main map 1:5000 (other scales for subsidiary maps), Sheets of various sizes Private Collection In the extensive text accompanying this proposed Piano Regolatore, Sanjust pays homage to an earlier proposal, the 1906 PR by Rodolfo Bonfiglietti, which his plan superseded (p.10 of his text; see cat.no.15). Sanjust notes the retention from this plan of the basic schemes for the Quartieri Nomentano and Appio as well as for expansion of Prati onto the Piazza d'Armi and the great ring road around the extended city. He also acknowledges his debt to the 1883 master plan.
Cat.17 1909 PR Title: PIANO REGOLATORE E DI AMPLIAMENTO DELLA CITTA` DI ROMA Edizione Ufficiale Published by: Comune di Roma Fotozincografia, Scale 1:10,000, Cm. 104 x 96 Private Collection On the bottom left border of this map are the following two inscriptions which tell us about its preparation: Rilievo [survey] dell'Istituto Geografico Militare 1907-08. Studio del Piano Regolatore del Comune di Roma 1908-09. This is the first master plan to be drawn on a topographic (contour) plan of the city: the earlier ones made no reference to the city's considerable differences in altitude.
Cat.18 1911 Cinquantenario pamphlet Title: PIANTA TOPOGRAFICA DI ROMA NEL 1870 E NEL 1911Ricordo delle Feste per il Cinquantenario della Proclamazione di ROMA a capitale d'ITALIA 4 Giugno 1911 Published by: Danesi, Roma Fotolitografia, Scale ~1:35,000 Private Collection The "Proclamation" referred to in the subtitle of this souvenir pamphlet is actually the declaration of the unification of Italy. In 1861 Rome was still under the Popes, who were to continue to be its rulers until the capture of the city in 1870 by Garibaldi's forces. This pamphlet was published for the 1911 International Fair held in Rome in Valle Giulia and Piazza d'Armi (later to become an expansion of Prati). The two areas, on opposite sides of the Tiber, had been linked in 1910 by the Ponte Risorgimento, built for that purpose.
Cat.19 1931 PR Title: PIANO REGOLATORE DI ROMA 1931 ANNO IX Published by: Treves-Treccani-Tuminelli, Milano-Roma Chromolithograph, Cm. 120 x 115, Scale 1:11,600 Private Collection The 82-page text is bound together with the twelve sheets of this map.
Cat.20 1962 PRG (1967 Variant) Title: PIANO REGOLATORE GENERALE DEL COMUNE DI ROMA Published by: Comune di Roma, Cm. 140 x 100, Scale 1:50,000 L.Barone Collection Two factors make it difficult to compare this master plan with its three predecessors. Whereas the earlier scales were fairly close to each other (8,000; 10,000; 11,600), the scale of the 1962 plan has increased by a factor of well over four, to 50,000. The second problem is that we are still too close to the 1962 PRG to make useful conclusions about it: a 1997 variation of that plan (Piano delle Certezze) is still in effect because the 2000 PRG has not yet been approved. The scale factor implies a complete change of scope: the 1962 PRG is a regional plan as opposed to a city plan. Merged into this plan is a 1960 regional study known as the Piano Intercomunale involving 43 towns "coterminal" with greater Rome [Lugli 1998, p.164].
Cat.21 1997 PRG Title: PIANO DELLE CERTEZZE del Comune di Roma Published by: La Gazzetta della Capitale, Roma Cm. 57 x 40, Scale 1:125,000 Private Collection "Piano delle Certezze [Certainties]" is an interim plan, updating the 1967 variant of the 1962 PR, while awaiting the completion of the 2000 PRG.
Cat.22 2000 PRG (preliminary plan) Title: NUOVO PIANO REGOLATORE, Bozza, Gennaio 2000 Published by: La Gazzetta della Capitale, Roma Cm. 57 x 40, Scale 1:125,000 Private Collection Still very much in the works, this plan develops the themes of the Piano delle Certezze, adding two more aspects to La Citta` Consolidata and La Cintura del Verde (see cat.no.21). These are La Citta` da Ristrutturare (reconstruction) and La Citta` della Trasformazione (transformation).
