Prati di Castello (literally: Fields of the Castle) refers to the open country around Castel S. Angelo which became Rome's first expansion area outside the urban walls.

This rather fanciful perspective drawing is a three-dimensional view of the right half of the preceding plan (Cat.no.9). However, unlike the latter, it was an advertisement by a private company interested in selling off parts of two lots next to Castel S.Angelo.

While not a Piano Regolatore per se, this map is derived directly from the 1883 PR, and actually supplements it. It is typical of maps of Rome published from 1883 on, most of which incorporate basic PR information. This map is particularly useful because it illustrates the development of the city four years after the master plan was approved, and just before the building stasis that occurred in Rome because of the severe economic crisis lasting from 1887 to 1896. The express purpose of the map is to illustrate all military structures in Rome (Fabbricati Ad Uso Militare) as its Legend indicates, but while doing so it also presents a very accurate image of the contemporary city as a whole.

This is the only view-map in the exhibit. Its function is to give a 3-dimensional view of Rome after the first burst of rapid development between 1870 and 1888. The title is misleading because internal evidence indicates an earlier date by at least four years. Since Ponte Palatino, which replaced Ponte Rotto in 1886, is not shown, the date of this view must be before that year. The view shows Rome at about the beginning of the economic crisis which stagnated the growth of the city until the mid-1890's. The view is taken as if from a balloon hovering over the Coelian hill. The viewer is looking north, almost enfilading the Via del Corso in the middle distance.

Despite the fact that this is not an official Piano Regolatore, it has all of its characteristics. Indeed, it looks like an update of the 1883 PR with the addition of much of the information from the 1887 Piano Topografico (cat.nos.8&11).

This is one of many late 19th century tourist maps of the city. Typical is its reliance on, and specific reference to the Piano Regolatore, claiming to include all of the latter's "most recent additions and variations". In spite of this claim, none of the new areas outside the walls are depicted except for Prati. At the lower left of the sheet, an inset map of the "Environs of Rome" (scale 1:75:000) has the same limitation: the city is shaded pink for the same area as the large map. This limitation is easily explained by considering the interests of the tourists for whom it was intended. The monumental city that interested most of Rome's visitors lay within the walls, so everything else is excluded.

This plan, produced by Rodolfo Bonfiglietti, was presented to the City Council by the Ufficio Tecnico Comunale in 1906. The City Council did not even consider it however (Lugli 1998, p.130). It was used in part by Edmondo Sanjust di Teulada in preparing the Piani Regolatori of 1908 and 1909 (see cat.nos.16&17).

In the extensive text accompanying this proposed Piano Regolatore, Sanjust pays homage to an earlier proposal, the 1906 PR by Rodolfo Bonfiglietti, which his plan superseded (p.10 of his text; see cat.no.15). Sanjust notes the retention from this plan of the basic schemes for the Quartieri Nomentano and Appio as well as for expansion of Prati onto the Piazza d'Armi and the great ring road around the extended city. He also acknowledges his debt to the 1883 master plan.

On the bottom left border of this map are the following two inscriptions which tell us about its preparation:
Rilievo [survey] dell'Istituto Geografico Militare 1907-08.
Studio del Piano Regolatore del Comune di Roma 1908-09.
This is the first master plan to be drawn on a topographic (contour) plan of the city: the earlier ones made no reference to the city's considerable differences in altitude.

The "Proclamation" referred to in the subtitle of this souvenir pamphlet is actually the declaration of the unification of Italy. In 1861 Rome was still under the Popes, who were to continue to be its rulers until the capture of the city in 1870 by Garibaldi's forces. This pamphlet was published for the 1911 International Fair held in Rome in Valle Giulia and Piazza d'Armi (later to become an expansion of Prati). The two areas, on opposite sides of the Tiber, had been linked in 1910 by the Ponte Risorgimento, built for that purpose.

Two factors make it difficult to compare this master plan with its three predecessors. Whereas the earlier scales were fairly close to each other (8,000; 10,000; 11,600), the scale of the 1962 plan has increased by a factor of well over four, to 50,000. The second problem is that we are still too close to the 1962 PRG to make useful conclusions about it: a 1997 variation of that plan (Piano delle Certezze) is still in effect because the 2000 PRG has not yet been approved. The scale factor implies a complete change of scope: the 1962 PRG is a regional plan as opposed to a city plan. Merged into this plan is a 1960 regional study known as the Piano Intercomunale involving 43 towns "coterminal" with greater Rome [Lugli 1998, p.164].

Still very much in the works, this plan develops the themes of the Piano delle Certezze, adding two more aspects to La Citta` Consolidata and La Cintura del Verde (see cat.no.21). These are La Citta` da Ristrutturare (reconstruction) and La Citta` della Trasformazione (transformation).
